Though I have not met you before, I wish to extend my hand of friendship
to you to enable us jointly benefit from this God given opportunity that
I am confidentially presenting to you for your co-operation.
I am DR. EMMANUEL ONYIKE , A Director in the Federal Ministry of Youths,
Sports and Culture - Calabar Secretariat Cross River State , Nigeria. I
was the Calabar Secretariat Chairman of the Contract Award Committee on
"Nigeria '99" which awarded contracts for the supply and installation of
computerized surveillance and monitoring systems, security equipment, electronic
scoreboards E.T.C and the building and renovation of the Eight (8) stadium
used for the FIFA organized World under 21 Youth Soccer Championship (W.Y.C.)
tagged Nigeria '99. Which Nigeria successfully hosted from 3-24th April1999
and which Calabar International Stadium was also used in hosting the World.
I am seeking your consent and approval to transfer into your account the
sum of US $19.7m for our joint benefit. This money is a wind fall (gains)
from the above contracts awarded and executed by this committee for the
effective hosting of the FIFA World Youth Soccer Championship in Nigeria.
On Paper, a Total of four (4) contractors and a sum of US$106.2m USD wasstated,
approved and provided for this project, but in practice {WE} the committee
cleverly bargained with only three (3) contractors who perfectly executed
the contract at the cost of US$86.5m only, thus leaving the remaining US$19.7m
to our own benefit, unknown to the contractors.
Having satisfactorily executed the contract and successfully hosted the
championship, we intend to smoothly transfer this US$19.7m USD into a trusted
account of a foreign partner whom we shall present as the fourth contractor
in line with our official report. As at this moment the original three contractors
are processing their payment document for the last phase of their payment
to their nominated foreign accounts, as the new democratic Government has
directed immediate and full payment for all contracts relating to the FIFA
Championship.
It is in respect of this development that I seek your approval and assistance
to present your company alongside these other contractors as the 4th contractor
(as already approved) to enable us secure transfer approvals and documents
in your favour/behalf and then transfer this US$19.7m into your account
for safe keeping until my arrival in your country for the sharing and investment.
Note that the nature of your business is of no relevance to this deal as
a contractor.
You shall be rewarded with 20% of the entire fund for your assistance, 5%
of the fund will be used to settle expenses (if any) in the course of the
transfer, while the remaining 75% will be for investment in your country
under your guidance. As you may wish to know, the business is entirely Risk
Free for both of us. It is not only clean and straight forward, but an opportunity
of a life time and needs no time wasting at all. Let us therefore, act fast
now, as this will afford us the opportunity for more lucrative businesses
in future.
